無證？貧困？如何獲得所需的醫療服務

在近來新冠疫情幾乎每日創下死亡和住院人數新高的情況下，洛杉磯縣官員召開少數族裔媒體記者會，發出擴大醫療服務給所有民眾的訊息，這些服務只收取低廉的費用或免費，也不查移民身份，有時甚至無需出示身份證明。
洛縣衛生廳（Department of Health Services）社區夥伴與計劃主任戈曼（Anna Gorman）說：「我們正處於疫情最嚴重的時候。」截至12月17日，縣內醫院的住院人數是幾周前的兩倍，346張加護病床僅剩66張空床，而隸屬衛生廳的四家醫院的加護病床只剩18張空床。
戈曼說：「這實在是隨時會淪陷的狀況。」她舉出許多現象，例如病人長時間在急診室內或救護車上等候、醫療工作因空間和人員不足難以進行、死亡人數創下紀錄等等。
戈曼是衛生廳「My Health LA」計劃負責人，這項計劃目的在填補社區醫療服務有史以來出現過最大的不足。
戈曼說：「在歐巴馬健保ACA實施後，只剩無證移民無法獲得醫療保險。」她指出，加州醫療計劃（MediCal）是ACA的一個系統，它提供兒童健保，至於那些沒有健保，或不符合資格使用ACA的洛杉磯縣居民，可以使用「My Health LA」。然而，鄰縣橙縣（Orange County）就沒有這麼幸運。
戈曼說：「我們不要求民眾提供身份文件或移民身份文件。」
「My Health LA」提供超過200個診所給民眾看病，規模有大有小。民眾做好選擇加入後，可以使用該診所一年和各項服務，包括藥物、復檢和預防性健康檢查、檢測、儀器、牙科、精神科和藥物濫用治療等，新冠病毒檢測也包括在內，儘管洛縣已有180個新冠病毒檢測站。衛生廳現在也開始提供居家檢測收集和流動性檢測服務。

戈曼還說：「身為社會的一份子，我們必須確保民眾有地方看病。」為了因應疫情和令人失望的註冊人數，民眾現在可以透過電話註冊或重新註冊。
此外，「My Health LA」的診所7月還增加了一系列精神健康服務，是一項可以轉介病人給其他醫療單位的服務。
衛生廳「My Health LA」的新夥伴精神健康廳（Department of Mental Health）副主任布朗（Miriam Brown）稱讚其部門滿足社區客戶需求的能力，認為部分要歸功於擴大電話服務。
布朗表示，精神健康廳的服務熱線(800) 854-7771每天24小時開放，可以使用縣內所有主要語言交談，來電者不需要說出自己的姓名，他們也不會收集來電者的資料。
而且，布朗強調：「我們不查民眾的保險或移民身份。」
布朗表示，因憂鬱出現自殺傾向、濫用藥物的人愈來愈多，學童和其家人因學校關閉承受的壓力也愈來愈大，他們失去在校園接受專業人員為他們解決問題的機會，隔離也讓人們付出代價。
布朗呼籲：「如果您正在掙扎，請開口要求協助！」
下一位發言的，是公共社會服務廳（Department of Public Social Services）加州醫療計劃和居家援助服務（In-Home Supportive Services）主任奇譚（Sherri Cheatham），她說：「在疫情開始前就已經掙扎求生的人，受到的打擊特別大。」
截至上個月，公共社會服務廳已幫助超過320萬洛杉磯縣居民獲得加州醫療計劃福利，包括門診服務、急診服務、住院、分娩和新生兒照護、健康檢查、慢性病治療、精神健康和藥物濫用症服務、處方藥服務和牙科服務。
奇譚表示，加州醫療計劃的服務範圍最近擴大至19歲以下的無證移民兒童和26歲以下的無證移民成人，他們可以使用加州醫療計劃提供的所有福利。
民眾可以在任何時間上網https://dpss.lacounty.gov/en/customer-service.html，或在客服中心新時段周一到周五上午7時30分到晚上7時30分，及周六上午8時到下午4時30分，致電(866) 613-3777申請使用福利。客服專員可說十種語言，其他語言也可另外找人協助。
奇譚說：「公共社會服務廳不斷尋找各種方式讓社區知道我們提供的服務。我們知道，有大量居民因為疫情失業或工作時數被削減，這些人現在可能在不知不覺中符合接受援助的資格。」
她說：「我們在這裡為民眾服務，我們承諾會幫助民眾。我呼籲大家與我們保持聯繫，不要先入為主認為自己不符資格。請現在就申請！」
